Abstract

Rómulo Betancourt and Juan D. Perón led political movements regarded as the genesis of the democracy of masses in their respective countries, marked by popular political meetings on October 17, 1945 in Caracas and Buenos Aires, whose significance was enhanced as the cause of the posterior political process. Despite the differences, some similarities such as the popular content of both movements and certain military support are highlighted. An explanatory framework of the preceding political process in Venezuela is included but, in its core, the analysis focuses on the short period between the end of the Second World and the beginning of the Cold War, when there were political changes in Argentina and Venezuela with both leaders' significant rominent role in their respective countries and in their reciprocal interferences, highlighting Betancourt's express opposition to Perón since the coup on June 4, 1943.
